Diesel fuel is even higher then high-test unleaded gas. Those most adversely effected by soaring diesel fuel prices are independent truck drivers.

Consumer prices shall continue elevating, further fueling inflation. It looks like $5 a gallon could become reality, if the current bullish trending continues.

Gasoline, diesel prices leap toward records

Interesting, ex-T; when I worked at a major international bank many years ago...........we transacted, daily, with accounts in the Cayman Islands. At that time, it was with ALL banks, IIRC. It had, at that time, nothing to do with lawyers at all. It was a sort of “clearing station.” I didn’t understand all the particulars, however, millions of dollars were transfered in and out of the Cayman Islands, and I believe that was at least daily. (I do not know at this time what the banks do...but I was daily involved with the actual processing/transference of millions of dollars, to Cayman and to NY). (It was pretty interesting; I worked in foreign exchange.)

Why have no new refineries been built since the 80s?

For the same reason there's no drilling in ANWR....silly. Doing so would move us to becoming independent of the Saudi's and ME. And, we "can't have that."

England, prospered by their trade surpluses, and reinvested the money to expand their own capabilities

Thus did Germany and Japan rise from the ashes of WWII to become powerful economies. Thus did America rise from Jamestown to WWII, when suddenly discovered something even better than American Gold. The Spanish were pikers. We discovered we could export not just gold, but paper covered with green grey pictures of dead presidents.
