Allowing more legal immigration and streamlining the process is something to debate once the border is closed and the illegals are dealt with.
Assuming that the current batch of illegals is perfrming economic activity (our miniscule unemployment rate would argue that they are,) your order-of-operations is not feasible. I'd put amnesty at the end, but common-sense immigration reform that brings people wanting to becomes Americans here (and consequently reduces demand for illegals) can go first.
