Assuming that the current batch of illegals is perfrming economic activity (our miniscule unemployment rate would argue that they are,) your order-of-operations is not feasible. I'd put amnesty at the end, but common-sense immigration reform that brings people wanting to becomes Americans here (and consequently reduces demand for illegals) can go first. Kind of our "good faith" offering.
