Which is why they keep electing him over and over again. In case you haven't noticed, people often re-elect those who do them wrong. It's no indication of anything positive for the electorate.
Besides, the Senate is a body where the incentive is for an individual state to send back an incumbent so the state will have more power in the upper house. However, the presidency has no incentive for any individual voter.
