You are deaf. He is saying that if you do not have insurance you pay out of your own pocket. The idea is to incent people to buy insurance and open markets.

Car insurance is to protect others should you hit them. Health insurance does not cover others you “make” ill. The polices Mitt has mandated have deductibles of 2000. to 2500. No healthy person ever reaches the deductible to be able to use what they pay for each month, and that they cannot afford in the first place. They are made to purchase these useless policies, plus pay for their own checkups or visits for infection, and antibiotics etc. It helps them not at all. All it is is a tax to pay for the care illegals and the welfare people are getting for free.
