Is that why he the driving force behind the NAFTA Treaty? The one that has sent - and continues to send - US jobs to Mexico? I strongly suspect that President George H. W. Bush believes that NAFTA is the best thing for this country. There is an argument that open trade benefits all parties, and it is an argument that it appears GHWB accepts.
He may be wrong, but if he is, I think he is well-intentioned in his error.
