They have to go out, but they do not have to return. That's actually a Coast Guard saying, not the Navy. And in CG boot camp they give that speech... "Maybe you've heard that saying about how you have to go out but you don't have to come back..."
"That's *bunk*". They'll say. "Those boats we let you use are expensive. You damn well better bring them back.".
