In some cases they do. I was taught to fire two rounds, check target fire again. Some of these police departments firing 50 rounds at someone before they know what the heck is going on.
I admire Thomas Sowell greatly; but I have seen our local police shoot on the range (i.e., no pressure), and to put it mildly I was not impressed.
