He denied that the lesser JFK was present in Kansas City when the VVAW voted on whether to assassinate US Senators who supported the Vietnam war. Kerry was indeed there. Although he voted no and resigned his leadership position, he had an absolute obligation to report the conspiracy to the FBI. He did not do that.
