They cannot be photographed or printed for the traffic violation. The next time the illegal is apprehended for a similar violation he uses the name of Manuel, Jose, Aguilar, Escalades.

So wouldn't an answer to that be to change the law so that if the police suspect you won't show up, they can photograph you for the file. They all have some kind of cameras in their cars, right? By giving licensed they are killing a fly with a sledgehammer, when there are flyswatters available.

That was being done for a while with Polaroid Cameras but was stopped because of complaints made to local district attorneys about police officers taking photos of defendants for non photographable offenses. Defense attorneys complained that the taking of a photo constituted a mug shot which was in violation of the N.Y.S. Criminal Procedure Law.
