Are you actually arguing the Feds should impose drilling requirements on the states?

What happened to Article 10?

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved for the States respectively, or to the people.

Like ANWR, much of the Everglades is federal land. The decision to drill there would clearly fall under the jurisdiction of the federal government.
