Given the subject matter of SF and the certainty (despite early protestations similar to those about Lucy in the Sky that the song(s) have nothing to do with drugs, specifically LSD) that hallucinogens were involved, I don't doubt he wondered about being God. Having insights into divine nature is pretty common when tripping one's brains out.
I don't think that's quite the same meaning as Soros' statement. ;-)
