I couldn’t disagree more. They aren’t motivated by ‘getting everybody’...they want to create an economic ‘shock’, which they got with 9/11 in spades. Can you think of a place better suited to get the point across to ‘average Americans’ than a shopping mall?
Second point, exits from schools aren’t as easily discernible then shopping malls, which are all based on a ‘wheel pattern’...the ‘spokes’ of which contain exists at the end of each. Pick the four corners of the compass, enter and begin shooting. The ‘flow’ will go in the opposite direction - its human nature. And we know whats in the ‘middle’ of every shopping mall in this nation, a ‘food court’. Usually visable from above, btw, in malls with two or more levels.
You want to curtail consumer shopping? Make it a death trap conceived by four to six jihadist/homicide bombers.
Its all ‘speculation’ but I think my scenario requires far less planning, with a much greater potential for economic ‘shock effect’ which the bin Laden’s of the world target routinely.
