If he makes it official prior to that there’s FEC regulations mess he’ll find himself in.

If he announces on Leno, as it has been suggested, upward to 10 million people will see him do it. The debate, if that's what you want to call it, will have been watched by close to 2 million folks. 10 mil to 2 mil makes sense to me.
