Suspicious device forces evacuation of Eugene airport terminal

The Eugene Airport terminal has been evacuated after a suspicious device was found during routine screening of baggage. The Explosive Disposal Unit is investigating.
The device was found at 6:21 this morning.
All roads into the airport are closed at this time. The Explosives Disposal Unit has arrived and is investigating.
In bound flights are being allowed to land. There may be delays for morning outbound flights.

Chicago video surveillance gets smarter

CHICAGO - A car circles a high-rise three times. Someone leaves a backpack in a park. Such things go unnoticed in big cities every day. But that could change in Chicago with a new video surveillance system that would recognize such anomalies and alert authorities to take a closer look.

On Thursday, the city and IBM Corp. are announcing the initial phase of what officials say could be the most advanced video security network in any U.S. city. The City of Broad Shoulders is getting eyes in the back of its head.
“Chicago is really light years ahead of any metropolitan area in the U.S. now,” said Sam Docknevich, who heads video-surveillance consulting for IBM.
Chicago already has thousands of security cameras in use by businesses and police including some equipped with devices that recognize the sound of a gunshot, turn the cameras toward the source and place a 911 call. But the new system would let cameras analyze images in real time 24 hours a day.

Forces Detain 21 Suspects in Central, Northern Iraq

WASHINGTON, Sept. 27, 2007 Coalition forces have killed and detained many suspected terrorists during operations over the past two days in central and northern Iraq.
Coalition forces killed one terrorist and detained two suspected Iraqi special groups members during an operation in northern Baghdad this morning. Coalition forces targeted an individual suspected of weapons facilitation throughout central Iraq. The suspect is believed to have direct communication with senior special groups members as well as ties to Irans Islamic Revolutionary Guards Corps Quds Force. One terrorist was killed, and two suspected terrorists were detained during the operation.
“We will continue to target any group with followers who commit hostile actions and oppose security and stability in Iraq,” said Army Maj. Winfield Danielson, a Multinational Force Iraq spokesman. “Each time we capture one of these criminals, it brings us one step closer to a secure future for Iraq.”
In other operations over the past two days:
— Coalition forces operating south of Samarra today captured seven suspected terrorists, including an alleged foreign terrorist facilitator in the Salah Ad Din province who identified himself to the ground force. During the operation, an armed individual was wounded while attempting to evade capture. He was treated on site and transported to a military medical facility for further treatment.
— In an operation in Bayji, coalition forces captured a suspected associate to al Qaeda senior leaders believed to facilitate meetings in the Tigris River Valley. Based on intelligence reports, the suspect also is believed to be responsible for attacks on Iraqi security forces in the region. In addition to the targeted individual, four suspected terrorists were detained on site.
— Near Baghdad, coalition forces targeted a suspect believed to be responsible for the movement of an al Qaeda senior leader involved in foreign-terrorist facilitation and supply for the Baghdad car-bombing network. Four suspected terrorists were detained during the operation.
— In a precision operation west of Tarmiyah yesterday, coalition forces also detained five suspected terrorists targeting an associate of the al Qaeda foreign terrorist network.
In other operations this week:
— A group of Task Force Marne soldiers discovered a weapons cache consisting of two 60 mm mortars, two 60 mm mortar primers, two 120 mm mortar primers, 10 12.7 mm rounds, 50 .50-caliber rounds, a rocket-propelled grenade, a Chinese-type rocket-propelled grenade, a Chinese-type propelling charge, and five fuses, Sept. 25.
— Paratroopers of 25th Infantry Division netted 12 suspects during two separate operations south of Busayefi and west of Hawr Rajab on Sept. 25. Four of the detainees were on the paratroopers’ target list.
— Iraqi army soldiers discovered a weapons cache in an abandoned house in western Ninewah province Sept. 24. Among the items found were more than 140 mortar rounds, nearly two dozen AK-47 assault rifles with dozens of loaded magazines, two sniper rifles, 50 hand grenades, and a ready-made improvised explosive device in a 5-gallon bucket. In addition to the munitions, four sets of Iraqi army uniforms, six tactical vests, and four fake license plates were seized.
“This is the second significant cache discovered based on information provided by four enemy fighters who were captured on Sept. 20,” said Army Maj. Mufutau Taiwo, executive officer of 1st Battalion, 9th Cavalry Regiment. “The (Iraqi) soldiers out here are doing an exceptional job of finding and removing these large stockpiles of enemy weaponry before they can be used in attacks against the citizens of Nineveh and Iraqi and coalition forces.”

...The Eugene Police Explosives Disposal Unit examined the device and determined it was a simulated explosives device that resembled a pipe bomb.
A passenger aboard flight 6649 from Eugene to Denver was detained by the FBI in Denver. The FBI continues to question that passenger.

A piece of steel pipe wrapped in electricians tape prompted the evacuation and closure of the Eugene Airport on Thursday. The airport has reopened. The item was found in a passengers checked baggage. Eugene police said it was not an actual bomb, but closely resembled one. The passenger was being questioned by FBI agents at the Denver airport.

WASHINGTON -- A terrorist wanting to smuggle radioactive material from Canada into the United States probably would find it easy to do, a new report from congressional investigators said.
Government investigators were able to cross from Canada into the United States carrying a duffle bag with contents that looked like radioactive material and never encountered a law enforcement official, according to a report released Thursday by investigators from the Government Accountability Office. "Our work clearly shows substantial vulnerabilities in the northern border to terrorist or criminals entering the United States undetected," the GAO's Greg Kutz testified Thursday at a Senate Finance Committee hearing on the topic. "Although the southern border appears to be substantially more secure, we did identify several vulnerabilities on federally managed lands where there was no CBP [Customs and Border Protection] control."
The investigators made crossings from Canada into the United States three times in fall 2006, the report said. In one of those instances, the GAO said, the Customs and Border Protection agency reported an alert citizen notified authorities of the suspicious activity of the undercover investigators and described their vehicle. However, the report said the Border Patrol was not able to locate the rental vehicle.
The GAO's task was to perform what it called a "limited security assessment to identify vulnerable border areas." The focus was on border ports where the U.S. government does not maintain a manned presence 24 hours a day and has no apparent monitoring equipment in place. The study was meant to simulate how easy it would be to cross the border with radioactive material or similar items.

Teenage Muslim found guilty of having terrorist manual

LONDON: A London court on Monday found a teenage Muslim guilty of illegally having a manual detailing how to make homemade bombs and was warned he could face jail. The manual said by prosecutors to be a step by step guide to the manufacture and production of viable, improvised explosive devices was found at the family home of Abdul Patelels wife in a police raid in August 2006.
Patel, 18, from London, was also said to have had close links to an alleged Islamist extremist. A jury at Londons Central Criminal Court convicted him of having a document likely to be useful for an act of terrorism. He was cleared of an alternative charge of having a document for an act of terrorism.
Judge Peter Rook told Patel he was keeping all options open for sentencing, which would take place on October 26. Patel was released in the meantime on conditional bail. Prosecutor Peter Wright had told the jury that Patel was part of a web of radicalised young Muslim men in which his possession of the explosives manual was not innocent. It was entirely deliberate. It was available for use if called upon. It was in the custody of a young man who was ready, willing and able to assist in a cause he believed in. He added, In the wrong hands, the information contained in this manual can have catastrophic consequences including causing explosions of the most terrifying kind in the UK and abroad.
Patel denied being an Islamist extremist and claimed in his defence that the manual was in one of two boxes that had been left in the house by a man known to his father. He said he had asked the man to take the boxes away after discovering their contents. Also in one of the boxes was a CD labelled Love Songs containing an Islamist address apparently aimed at US military personnel.
