Is it a crime to “communicate a desire to engage in sexual conduct” they could arrest as many guys as they wanted in every bar in America. I’ve seen guys do a lot more than tap their toes in bars - should we address all them?

The bar is fine. The bathroom is another matter. The walls are put there to provide privacy.
In my entire life I don't think my feet or hands have ever ended up in the next stall.
