I don’t see how the construction equipment could cause this collapse. Weren’t two lanes closed to traffic to accommodate the repairs?

I wouldn't be surprised if the collapse was multifactorial, with the loading on the bridge just one of the factors. I like the NY Times' coverage for these disaster stories because the articles usually have decent graphics. I ignore the political spin when it's present.

There was a ready-mix concrete truck on the bridge deck at the South end.
Along with what appeared to be a pump, and several motor-buggies.
There was a full scale batching operation being performed on that bridge deck.
