That sounds plausible except it appears that the truss supports were on land, not in the water and would be supported by concrete bearing on bedrock.

Since this would not be in the water, it would not be subject to scouring action of flowing water.

Not all footings are on bedrock, nearly all are. Some “float” on a less than bedrock underpinning. I do not know about this bridge.
