If it's that important, pass legislation that allows use of deadly force when a car refuses to pull over. Then just have a police helicopter with a heavy machinegun saturate the car with lead. A few of those and the idiots will stop trying to get away

Sometimes I sit there watching the COPS shows screaming at the TV “SHOOT HIM! SHOOT THAT SOB! SHOOT HIM!”
“Too often a very lengthy chase ends when the runaway driver crashes into some innocent civilian. If it happened to me, I’d sue the city for engaging in the chase. The police could ram the runaway driver themselves but they don’t want the liability.”
Bad things can happen either way. Court TV or one of them channels had a show about this subject. The good and bad of police chases. The most gut wrenching one was about a police officer who saw some guys hanging out near a car dealership late at night. When he went to see what they were up to they jumped in their car and ran. The local police policy was to not chase them if they had not committed a felony so the cop had to break off the chase.
That morning a young girl was abducted while waiting for her school bus. She was found later that day to be raped and murdered. As it turns out, it was the same guys who the cop the night before had to let go who raped and murdered this girl. The police officer is forever left with guilt even though he knew he was following correct police procedures.
