“It appears that you are only able to digest very small bites, and leave everything of substance on the plate untouched, and then rephrase your question as if it were a rebuttal to the answers you have been given repeatedly by several different respondants.”

LMAO....maybe it’s because he’s gagging?

dragnet2: here is a time line of the progress already made on the “nothing but a think tank’s” agenda for the creation of a North American Union:

Here is Anti-NAU legislation introduced in either the U.S. Congress, or in state legislatures:

Lou Dobbs and Glenn Beck have had plenty to say on this issue. Here’s Lou Dobbs:

Perhaps you didn't notice the clear pattern: On every response this individual would choose a couple of words here or there, then omit sentences, and then choose another couple of words after the omitted sentences, and then treat the selected phrases as the entire thought to come up with a meaning that is either a very limited portion of or in some cases antithetical to the response that was given. This is intellectual dishonesty.

As for the rest of your post, no matter how many policy papers CFR committees might publish on the NAU, SPP, and any other related topics it has zero capacity to do anything about those policy papers. Until Congress decides to introduce legislation implementing (or for that matter even proposing) NAU, it is a complete non-starter. All the anti-NAU legislation introduced in state legislatures and the US Congress is rather pointless until somebody in the government actually attempts to create an NAU.
