If 30,000 people received them, isn’t that $30,000? Where is everyone getting millions of dollars? Am I missing something?

Only if the grand prize was a dollar, and not a thousand. (1,000 * 30,000 = 30,000,000). My first thought was that if there was text on the ticket that only one grand prize would be awarded, all their names go into a hat, and a name drawn to pick the grand prize winner.

If I were handling this at the dealership, I would have everyone who got a ticket come in, be entered to win a brand new 2008 car and the rest would get $1000.00 off any car if they purchased from the lot.

I wouldn’t handle it that way - totally leave yourself open to a bait and switch lawsuit from the state, and they love to nail people for such things.
