SBI Ends Catch and Release
Apprehension Rates Declined: Beginning in the third quarter, FY 2006 showed a marked decrease in the apprehension rate due, in principle, to the end of catch and release, the implementation of Operation Jump Start, and the expanded use of expedited removal procedures, among other factors. The graph below [not available on this webpage] provides historical data by fiscal year for total apprehensions of both Mexican and non-Mexican aliens between U.S. ports of entry. CBPs Office of Border Patrol (OBP) made nearly 100,000 fewer apprehensions in FY 2006 than in FY 2005 due to these factors. This decline is represented below by quarter, with the drop in apprehension rates corresponding to the implementation of Operation Jump Start in the third quarter of FY 2006 and the full implementation of catch and return in FY 2007.

You have to read the parsing and nuancing in those statements.
In the previous paragraph, Chertoff specifically referred to c&r for OTMs.
It is similar to those mixing illegals and immigrations. It is intentionally to obfuscate the discussion.
Chertoff did that in several speeches and reports in 2006. He would talk of c&r in general terms, giving the implication that the whole program had ceased. However, investigative reports showed that c&r had ceased only for OTMs. [You gotta ask the right question in the right way to get an accurate response.]
Read some of Malkin’s articles about the raids and how most of those detained were released within hours -— but after the headlines of the raid made the media.
It is still a shellgame.
Chris Wallace should have asked, but didn’t: Has c&r ended for all or just OTMs?
There are over 600,000 absconders who have gone through the entire legal process and ordered deported, but ICE doesn’t know where they are.
