CNN is reporting that the vehicle was discovered by “happenstance”.
Sort of like the Ft. Dix situation being unraveled by a pizza guy.

All the $billions spent by the British and American governments on ‘security’. Yet two potentially major attacks are foiled by vigilant citizens.

CNN is reporting that the vehicle was discovered by happenstance. How hard is it to find some gas cans or propane cylinders, load them in a car and set them off?
Where there's a Mohammedan will to massacre, there's a way. Britain, and the US, should deport them, or at the very least, halt Mohammedan immigration.

I heard a report on the radio that the bouncer of the club saw the driver of the car running away, and then called the police.

As cynical as I am about the security efforts, it is still a fallacy to point out these two particular incidents as somehow indicators of failure of said security. I.e., we have no idea how many attacks those security measures really have prevented.
