How, exactly, does the MONORITY party revive legislation AGAINST THE WISHES OF THE MAJORITY party?

Geesh, this isn't hard. Why is it just you that doesn't get it?

I will help you with it. The democratic party liked the legislation and why wouldn't they since it would create a permanent democratic majority. They weren't pushing it though - they were along for the ride.

The bill died two weeks ago because some renegade republicans (i.e. conservatives) wouldn't back the bill. Over those two weeks, Bush and the GOP senate leadership pressured them reconsider.

When enough pressure had been applied, the GOP notified Reid that it was safe to call for another vote.
