There is no other solution they offer but neutering ALL pets or paying a fine? Seems as though the people in CA have not given much thought to this problem.

And it also seems unconstitutional.

Constitutional?

The Declaration of Independence was written to define a free people, to tell them where they got their rights and what freedom can do for your lives.

The Constitution was written to tell these free people how to manage their government. The Constitution is a limitation on government, not the people.

I’m guessing pets are mentioned. There are however lots of limitations on government to limit its role in this issue however, if people elect others to office that have not read the Constitution - you’re on your own.
