Bush: Immigration bill will enforce borders, workplaces

WASHINGTON (CNN) -- During a rare meeting on Capitol Hill, President Bush pushed lawmakers Tuesday to move forward on immigration legislation that he said enforces U.S. borders and workplaces.

"This is a highly emotional issue," Bush said after a luncheon with Senate Republicans.

"Now's the time to get it done. It's going to take a lot of hard work, a lot of effort."

"I believe without the bill, it's going to be harder to enforce the border," Bush said. "The status quo is unacceptable."

Democratic Senate Majority Leader Harry Reid of Nevada said passing the bill is up to the Republicans, who "do not support their own president's bill."

"Eighty percent of the Democrats support this immigration bill. We've done our job," Reid said. "I don't have to twist an arm. I don't have to pull anybody into a room."

.... "Frankly, I think the president is wrong to push this piece of legislation so hard after we demonstrated the flaws that are in it," Sessions said. "He needs to back off."

...Georgia Republicans Sens. Johnny Isakson and Saxby Chambliss sent a letter to Bush on Tuesday urging him to send an emergency supplemental spending bill to Congress to fund border security. The letter called on Bush to restore "the confidence of the American people in the federal government's commitment to border security."

The chief GOP architect of the bill, Sen. Jon Kyl of Arizona, called the next few weeks the last chance for Congress to pass such legislation.

"I think all of the experts agree that thereafter we get into the presidential/political season," Kyl said. "Next year it's not going to be possible."

"I think the president understands that this is really our last best hope to get legislation through, that we just cannot sit by and do nothing."

People may argue that Bush is not weak, but I mean in the political sense. He’s weak politically, so all he has left is to be stubborn as his only remaining way of appearing strong. Sad. I so liked this man and I still think he’s the better of any democrat, but he has really let me down.

He makes a good point...

Translation - "Nobody in their right mind would want to be associated with this turkey if they are up for election. So, we want to push it through now and hope the voters will forget about it by then!"

Ok, I know I’m not a lawyer, but don’t we have laws NOW to enforce the border and workplace?

I am a lawyer and though I can answer your question, I can’t answer one of my own, since it is a relatively obscure area that I last studied in law school, almost 20 years ago. Why can’t a group such as grassroots.org or minutemen or property owners in border states bring a lawsuit against the President and the rest of his chain of command in the executive branch that is responsible for execution of the laws passed by Congress. If memory serves, the action is called writ of mandamus, asking the Court to order the person(s) or agency(ies) responsible for carrying out legislation to mandate or order them to do their job.

Hey, there’s a concept: DO THEIR JOB! Wait ‘til they hear about this in Washington.

BigFinn you could post this info a thousand times and it still does not sink in. Bush is taking orders. He is an action item on some agenda to open North America into one big mess.

When you posted that web address with that info on it... it all fell into place. Glenn Beck is even talking about it. No wonder Bush is pushing this. He's made a backroom deal in order to make an AmeriU. Why nobody else is talking about this is beyond me. It needs major attention. It's not an illuminati thingie... it's for real and easily proven.

The owner of the Texas Rangers was driving through Fresno, California a few years ago when he had a flat tire. He pulled over to the side of the road and saw he was next to a lunatic asylum.

"Pres. Bush's meeting with Republican Senators at noon appears to be providing just the extra push that pro-amnesty leaders have wanted.

The Senate's top two Republican leaders -- McConnell (R-Ky.) and Lott (R-Miss.) -- are using this opportunity to pull 15 Republicans (of the 38 who voted against amnesty last week) back to Pres. Bush's side.

McConnell and Lott hope to get those 15 to sign off on a list of amendments they want brought up for a vote.

They hope to present that list to Democratic leader Sen. Reid (D-Nev.) by tonight!

When you think about it, the deal that Mcconnell and Lott are offering makes little sense. They are basically saying that they want the 15 Republican Senators to agree to vote for cloture in exchange for a chance to have their favorite amendments voted down.

Many of those same Senators may vote against the final bill (when it will take 50 votes to defeat it), but their promise to Bush, McConnell and Lott will be that they will vote FOR cloture (when it would take only 39 votes to defeat it).

In other words, they will vote for the amnesty in the tally where their NO vote would have the most possibility of defeating the bill.

Please call these Republicans and urge them to refuse any deal that wins their YES vote on another cloture vote.

Secretary Tony Snow sounded a note of optimism, saying most of the major provisions have passed with more than the necessary 60 votes. "Last week's vote on cloture was opposed by a number of Republicans, not because they opposed the bill but because they opposed shutting off debate," Snow said. "They thought that it was important to consider further amendments."

To that end, Senate Republican negotiators were close to agreeing on the number of amendments they want to bring up and could present that list to Reid as early as this evening, a GOP leadership aide said today.

The negotiators will meet at 5 p.m. to craft the list, which is expected to be in the range of 10 to 20 amendments. Democrats would be allowed an equal number of amendments under the emerging deal. Th e Republican list would likely include amendments dealing with enhanced enforcement triggers, an earlier "touchback" requirement for illegal immigrants seeking legal status, and a "fix" to an amendment that passed last week by Sen. Byron Dorgan, D-N.D., to sunset the bill's guestworker program. GOP aides said if Reid accepts their debate terms, the Republican votes are there to support another cloture motion to stop a filibuster on the immigration debate. But some of the amendments, if approved, might dissolve the fragile coalition that cobbled together the compromise legislation.

Sen. Mel Martinez, R-Fla., said last week's 15-vote deficit on the failed cloture motion does not reflect the will of the Republican Party. He pointed to another vote rejecting an amendment by Sen. David Vitter, R-La., to strike the legalization provisions, which would have killed the deal. On that vote, 26 Republicans voted to sustain the immigration compromise."
