The fingerprint thingy is important because the illegal aliens who are arrested and deported are usually NOT fingerprinted...that’s why theuy get arrested 20 times before something drastic happens..there are no fingerprinyts on file to raise a red flag...
And now many of those same illegal aliens with further criminal activity will be granted AMNESTY if Reid, kennedy, Graham, Lott, etc have their way...

Back in 2000 I voted, and the same morning I went to the bank to get some cashiers checks made out. It struck me at the time that I had to provide more ID at the bank (even though I've banked there for years and they know me) than I did at the polls. Yet voting ought to be at least as well safeguarded as withdrawing some money from a bank. Voting is the way a citizen exercises what the old Romans called "the power of the rods and the axe." It's not to be taken lightly, nor should it be corrupted by allwoing non-citizedns to vote.
Until we can afford to apply for her Permanent Resident Status we cannot apply for Advance Parole, allowing her to visit Canada, or an Employment Authorization, allowing her to work.
Until we come up with the necessary funds, we are stuck.
OK folks, I have a new keyboard and will push out some facts, but not everything since it's 5AM and I'm still waking up.
First, most of the objectionable stuff is detailed in the White House amendment to the main bill S. 1348 and is entitled "Administration-Proposed Substitute to S. 1348" and dated May 22, 2007. This "substitute" became S.AMDT.1150, which is what everyone was subsequently amending and in fact the several votes for cloture were actually about S.AMDT.1150, not S. 1348.
Does that make sense? The point is, look to the White House subsititute (S.AMDT.1150) rather than S.1348 to answer the important questions.

In any case, here are the "fine" numbers, directly from S.AMDT.1150:
Fees and Penalties.To apply, the alien must pay fees and penalties amounting to: $1,500 processing fee maximum (for initial application and extension)[application fee, not a fine / angkor], $1,000 penalty (once), $500 for each derivative family member, and $500 state impact fee (once). The Secretary is allowed to set up installment plans, and there is a special provision for agricultural workers to be credited for some penalties (Section 601, 608).
No need to interpret the above, it's clear. a $1,000 Z visa fine, plus $500 for each family member (Z2 for parents/spouse, Z3 for children under 18). The "processing fee" is and application fee, not a fine. Everyone (illegal and legal) pays processing fees for various applications.
I did find the specific text about the installment plan somewhere (can't locate at the moment). It's in Section 608 and does specify that up to 80 percent of the above fees may be on the installment plan.
Bottom line: for a single Z1 application, you pay a $200 fine and the $500 state impact fee (or 20 percent of it, unclear) upon application with the balance to be paid later. For each Z2 and Z3 application, add $100 for each person, with a $400 balance to be paid later.
Following is the remainder of the alleged "$5,000 fine", which as I said previously is the $1,000 Z1 PLUS the $4,000 fine upon application for permanent residence (both of which are optional since the Z visas never expire):
Permanent Residency. A Z-1 nonimmigrant may adjust status to Lawful Permanent Resident status (i.e., gain a green card) nine years after enactment (after the family backlog under Title V is eliminated). The Z visa population will get green cards over a five-year distribution period. The Z applicant must apply abroad, satisfy the merit requirements in the points schedule set forth in Title V, pay a penalty of $4,000, and meet the English-language requirements (Section 602(a)(1). Derivative family members may adjust their status (i.e., get a green card without leaving the U.S.) if the principal Z-1 alien has been given a green card. (Section 602(a)(2)).
That's clear, yes? A $4,000 "fine" (this is the other $4K of the "$5,000 fine"), not due until green card application, and a minimum of nine years after the law is signed. If you never change from Z1 to PR status, you never pay the remaining $4,000 fine.
As with several other provisions in Title VI, Z2 and Z3 visa holders derive all their rights and benfits from the Z1 holder. For example, if the Z1 holder applies for PR, so can the Z2 and Z3 family members.

Dennis — Unfortunately some details are now buried in one (or more) of several possible locations: the original S.1138 text, the White House S.AMDT.1150 text, or in one of the many amendments to S.AMDT.1150 or even S. 1138 (too much to cite, look it up on thomas.loc.gov).
Thus:

I did see that in 1138, don’t recall specifics but it is there, in fact maybe more than once. The 1150 amendments were about eligibility disqualification (3 felonies). So that is probably mentioned in one or more of the amendments to 1150.

I think that’s also in 1138, but I’m not 100 percent certain.

The closest I recall was 6 month window to apply for Z visa. Also somewhere saw that “no applications will be accepted” past the period of registration. Don’t specifically recall seeing the penalty for non registration, except vague recollection that one could be deported.

Oh, I tend to disagree. They have it they just choose not to spend it. I sit and watch them they live in big homes drive nice cars off tax free money. Many day labors work and get paid under the table. They then take the money and send it back to their country. Nothing in life comes free.
