The way it sounds to me, you would use the "meat" of the walnut. FWIW, many people who reload rifle or pistol rounds use cracked walnut hulls to clean and polish the shells after removing the primers and resizing the shells.

I believe when they use the term “shelled” it’s to mean that the shell has been removed.

(you’d actually be using the oil of the walnut)
