Congress delared war.

No. They didn't. They 'gave' that power to the Executive Branch instead of actually making a declaration of war themselves. Something they are NOT allowed to do under the U.S. Constitution. The last 'war' that was declared by Congress was WWII - also the last war we actually won as all since have been 'police actions' at the behest and control of the U.N.

No. Congress declared war. Congress authorized the use of force against a defined enemy.

Congress delclared war.
