The Bush Administration has a philosophy of “Life can be understood backwards but it must be lived forwards.” They know this evidence exists but chooses only to use it as a last resort when news breaks on the topic.
They get the pounced on by the left wing media and Democrats unless the facts presents itself at the right moment.

Well they are almost out of time for that "right moment" to appear. I have no explanation except political incompetence on behalf of Bush himself. His mishandling of this issue and the fact that there were undeniably WMDs was probably Bush's worst political blunder.
