Sometime after he killed two people in a dormitory but before he slaughtered 30 more in a classroom building Monday morning, Cho Seung-Hui sent NBC News a rambling communication and videos about his grievances, the network said Wednesday.
Network officials turned the material over to the FBI and said they would not immediately disclose its contents pending the agencys review beyond characterizing the material as disturbing. It included a written communication, photographs and video.
The network said it would release a statement shortly.
Did he target foreigners or just a coincidence?

Maybe.... wouldn't you? Regardless, they turned the originals over to law enforcement, as they should have.
I'm interested in the content, I find this a fascinating development. He apparently mailed this thing in the two hours between the shootings.
I'm guessing he's a sympathizer. I'd still check the local mosques to see if there is a connection.

After all, EVERYBODY in the MSM promptly refused to mention that the killers at Columbine were homosexual/devil/spirit worshipers who aimed and killed primarily Christians by direct shots to their heads ...
My money’s on a martyrdom video, replete with anti-Christian rants. pMSNBC is in quite a predicament.

Per FoxNews, Cho mailed the packet to NBC between the time of the first shootings and the later massacre.
LATE DEVELOPMENT:
Per Brian Williams blog on MSNBC page. He says the package was received today, but they are reporting it was sent yesterday between first and second shootings. This is from the CNN website. Nothing about "immiment danger to others," and the order was temporary.

I’m coming into this thread from the back door, so my first thought may well have been brought up already - it’s my guess that his “manifesto”, and probably the photos were already in police hands....95% chance he composed it all on his computer, which has been in police hands since Monday.
If this is the case, what showed up at NBC is nothing new to authorities.
