What is the "compact" that the state representative quoted in the article refers to? Apparently, this is some agreement of collusion between some states to monitor the 'Net in order to collect state sales taxes off it.

Has Congress approved of this compact? If not it is unconstitutional.

Can someone please fill me in on the history of state taxation of Internet puchases? When was it first approved by Congress, if ever?

I suspect this is in reference to the Streamlined Sales Tax that a unch of blue states are hoping to force internet businesses to collect. See here: http://www.washingtonpost.com/wp-dyn/content/article/2005/07/01/AR2005070101475.html
