I’m surprised our governor (MI), Canadian Trash Jenny, isn’t coming up with a scheme to enforce this. She’s pushing for a 2% sales tax on services, so why should she stop there?

We’ve got a line on our state income tax form to “voluntarily” put down the amount we owe on internet purchases. Given her love of socialism and taxes, I’m shocked she hasn’t found a way to enforce it.

Not only "a bunch of blue states" are in on this, according to the WaPo article to which you linked.

As I stated, this entire scheme is unconstitutional. The last paragraph of Article I, Section 10 of the Constitution reads (in pertinent part):

No State shall, without the consent of Congress, ... enter into any Agreement or Compact with another State...

Furthermore, in forming this cartel, the participating states are usurping the enumerated power granted Congress to regulate interstate commerce.

Stopping this scheme is still another reason why we need gutsy strict constructionists appointed as judges in the federal courts!
