This last weekend was our APR Drill for the 39th Infantry Brigade. We had weapons qualifications and I can tell you, as the range officer and safety OIC for the range, A SUPER MAJORITY OF COPS, and A LARGE MAJORITY OF military are NOT, REPEAT, NOT "highly trained" to use their weapons.
Now, if you switch the subject to full time SWAT teams, QRFs, SOFs, etc, then you have a highly trained group (albiet very small) of proficient professionals.

Aren’t weapons controlled on an army base? Having lived in college dorms and knowing what goes on there Thursday through Sunday nights, I wouldn’t really want any weapons around.
Oh, I forgot to add: I totally trust and love those “highly trained” soldiers, and would very much trust responsible, WILLING, properly-trained, mature 21 year old students who desire a means to defend themselves (and innocent others) from the evil types that roamed that campus today by carrying a concealed handgun on campus.

Not true of United States Marines. Not only are they highly trained and proficient with their weapons — they *are* the weapons.
