The fact remains that survivors are saying that they had no idea that the gunman was going around shooting until they actually saw him shooting other students.

If the VA Tech admin's hasty response was suitable in this situation, why would the above fact be the case?

The real 'blood on their hands' moment is the quashing of the CCW bill at VA Tech.

The fact remains that survivors are saying that they had no idea that the gunman was going around shooting until they actually saw him shooting other students.

That's because he wasn't 'going around shooting', until that time, and by the time those students saw him, it was almost over. The first shooting had taken place two hours earlier, in one area, and the authorities had no idea that they guy was planning on returning to campus. They had already sent out e-mails and phone calls letting students know about the shooting earlier that morning, asking students to be cautious and alert authorities to any folks about whom they might have concerns.
