He said yes. Then he was asked if that was something they normally do, and he said no. Finally someone asked if the chains were there or if the perp brought them, he said he didn't know.

Doors in Norris Hall chained from inside, but officer doesnt know if they were already chained before the incident. Students were in class in that building when they were shot. I seriously doubt that the school chains doors closed from the inside while classes are being conducted.
