That is probably because the driver of the red pickup didn't CAUSE the accident. NJ Troopers routinely exceed the speed limit while transporting the governor. Before Corzine, McGreevey's state vehicle had an accident under similar circumstances, and the other driver was issued a summons simply for being in the way (careless driving). There were enough witnesses though to contradict the trooper and NJ was forced to recind the citation. I suspect something similar happened in this case. Somebody made an unexpected move, and the trooper was not able to react in time. In NJ it is a given. If you smack somebody in the behind, (or run off the road to avoid hitting somebody), you are at fault. Period. Case closed. It cuts down on the number of sob stories Judges have to listen to.

I saw it coming, and I avoided the hit. In my mirror, I saw a cloud of dust when the guy was hit broadside by a truck that was behind me. A big explosion. I think he was intentionally trying to kill himself.
