Is the title "MR VICE-PRESIDENT" a lifetime title? I want to spit everytime I hear them calling him that. Maybe I should be grateful they aren't calling him MR PRESIDENT.

Sadly, it is, as an address to the person, but not what might go on an envelope . What really grates on my ears is when he is referred to as THE vice-president. THAT he surely is NOT!!!!
