Duncan Hunter is a Congressman, 3. He enjoys the respect of his collegues, and the endorsement of Rep. Retired Henry Hyde, Michael Reagan, among many others who know and admire him.
Abraham Lincoln was elected President out of Congress. Even if no one ever had been, who is to say it cannot be done? It depends on the man, 3. And Duncan Hunter is the man.
I know Henry Hyde endorsed him but I didn't know Michael Reagan did - when did this happen?

Not quite. He served one term in 1847-49 as a Whig. He then ran for the Senate twice, unsuccessfully. He was elected as a Republican in 1860 in a four-way race.
Of course, if the Republican Party implodes like the Whigs, a new party arises from the ashes, and the Dems enter three candidates in the race, then all bets are off...
