According to Giuliani, Republicans should not follow public opinion polls that show broad support for measures to curb illegal immigrants, and to reduce assistance for immigrants.

Giuliani also criticized a provision of the pending immigration bill that would require state and local agencies to notify the INS if they detect illegal aliens. New York has since 1984 prohibited city agencies from cooperating with the INS.
