One fairy easy method is a browser called TOR Park Browser.

It directs the user through other ISPs, usually in Europe. It is slow, but if you need some private surfing, it will work.

This guy is an idiot who doesn't understand technology. This law would be enforceable only in the United States. From my PC here in Kansas, I could set up a Secure Shell tunnel to a PC outside the USA and run chat, etc from there. I'd not be violating the law, nor would the ISP, because as far as the ISP is concerned, I am not chatting!

Part 2: The massive unfunded mandage (as several posters noted, Mr. Smith needs to be financially anal-probed to uncover his connections to the data-storage industry):

Not later than 90 days after the date of the enactment of this section, the Attorney General shall issue regulations governing the retention of records by Internet Service Providers. Such regulations shall, at a minimum, require retention of records, such as the name and address of the subscriber or registered user to whom an Internet Protocol address, user identification or telephone number was assigned, in order to permit compliance with court orders that may require production of such information.

Oh, screw it. Let's just say that the entire thing is unacceptable, and that the party needs to censure Mr. Smith.
