Putin vows to rebuff US missile shield plans

VINAY SHUKLA, MOSCOW, FEB 1 (PTI)

Russian President Vladimir Putin today promised an asymmetrical, but highly effective response to American plans to deploy US missile shield in former Warsaw Pact countries and Ukraine.

"Our military budget is 25 times less than that of the USA, but we will give an asymmetrical and highly effective response," Putin said at a Kremlin news conference responding to question about the US offer of deploying elements of National Missile Defence (NMD) in Czech Republic and Poland and cooperation with Ukraine.

Putin underscored that Russian experts see the US plans as a threat to Moscow, although they are being projected as an anti-terror measure and to counter strikes by Iran and North Korea.

"Our new generation hypersonic missiles are highly manoeuvrable; they continuously change their altitude and flight path before hitting their target. Projected US NMD is useless before them," Putin said at his over three-and half hour long annual news conference, sixth since he came to power in 2000.

On the issue of Iran's nuclear programme, Putin said that Tehran should ally international suspicions through close interaction with the UN nuclear watchdog.

"They should move to allay any international suspicions concerning Tehran's alleged plans to develop nuclear weapons," Putin said.

Putin underscored that he expects Iran to restore its relations with the International Atomic Energy Agency (IAEA) to end any suspicions about its nuclear programme.

Maybe it could get worse for Russia. Intercepters could also pop up in Georgia.

This paper describes the missile shield as a defense against a limited Russian ICBM salvo following a first strike by the U.S. http://www.foreignaffairs.org/20060301faessay85204/keir-a-lieber-daryl-g-press/the-rise-of-u-s-nuclear-primacy.html

Now, imagine for a moment the uproar that would occur if ussia was building a missile shield to protect themselves from iran and President Bush said, "Well, I'm going to make sure we build a missile designed just to get around that, so we can still nuke Russian cities any time we want."

Re #10

In a Bloomberg report, Putin is said to mention asymmetric response. I am not so sure it is all jive. Military would certainly worry about it.

Most of oil and natural gas used in eastern Europe comes from Russia. As far as Ukraine is concerned the number hovers around 90%. In Poland a lot of paper was used to argue for the need of diversification, but nothing was done so far, despite the fact, that on 2 or 3 occasions Russians withhold delivery without warning. Taking all this into account I can't find any rationale behind US government action. What's the point in building part of military infractucture in countries almost totally energy dependent on Russia, that is turning more and more hostile towards US? In my judgment the problem of dependency on Russian energy sources should be solved first.
And for the benefit of those that didn't followed what's going on in Russia. The state's control of strategic resources and using them as political leverage is part of Putin's doctrine.

It is not true. Accually Russian goverment just stopped the rotten practice to give the discounts to those trasit countries. The transit countries objected and THEY not Russia stopped throu put to Poland and EU. Anyways today Putin compelled those countries pay the full price.
