Clinton would have beaten Bush pere without Perot. Bush pere would have obtained more than half of the Perot votes in the South, and less than half in the North. That is what the polls showed. Blaming the coming of Clinton on Perot is an urban legend.

Perot was responsible with Ma Richards on Texas TAAS tests of putting the testing at the beginning of the year instead of at the end when the kid's had the whole year of study to be tested over. We had been transferred to TX and my daughter could not figure out why she was tested in Algebra at the beginning of the year when she was taking it for the year. Gov Bush then takes over moves the tests to closer to the end of the year and test scores go up!
