Count me in as somebody who does not find this stunt funny,and does not think that the officials were idiots, I posted on a earlier thread about the Soviets in Afghanistan using booby traps designed to look like toys,this kind of stuff gives the terrorists ideas.

I am only blessed with Spock-like intelligince. No spidey-sense. Fortunately, commonsense not omniscience was all that was required for the tens of thousands of people in cities all over the US (except Boston) to determine that these mini-billboards posed no threat.
You are taking this way too seriously. The point is that no reasonable person would view a little neon sign as something of a threat. This probably started with one person making a phone call, then when the media caught wind of it it spread out of control like a wildfire.
