I don't think the Rats could cut funds anyway, I think it's just a bunch of posturing so they can go back to their 40 anti-war protesters and claim they stood up to the President but the Constitution limits their effects.

You are correct. They cannot cut funds already in the pipeline and they approved the budget for the year when Republicans were still in charge. Budget starts on 1 October for the federal government.
