Since whgen did Black become capitalized?

Probably when it replaced Negro as the term of choice for describing persons with dark-toned skin and other features generally indicative of African ancestry. While I don't claim to be an expert on such things, I remember having seen the term capitalized quite frequently in the 1970's and into the 1980's. Less so today, though I still wouldn't consider it particularly unusual.
