Iran "soon" to start industrial-scale nuke fuel production
Very peacefully, of course. "Iran To 'Soon' Start Industrial-scale Nuclear Fuel Production," from Deutsche Presse Agentur, with thanks to Arjun:
Iranian President Mahmoud Ahmadinejad said Wednesday that Iran would "soon" start production of nuclear fuel on an industrial scale.
"Iran possesses the full nuclear fuel cycle (know-how) and will soon push the button for nuclear fuel production on an industrial scale," IRNA news agency quoted Ahmadinejad as saying during a speech in Gatvand, southern Iran.
Iran has so far said that Iran's nuclear enrichment is for research purposes and it would take time to be able to achieve industrial-scale fuel production.
"The Iranian nation has made up his mind and will ignore all the empty ballyhoo by corrupted powers," Ahmadinejad said, referring to the five United Nations veto-wielding powers - the United States, France, Russia, Britain and China - plus Germany.

"Caldwell: Iraqi Government Will Control Its Ground Forces by Year's End"
By Gerry J. Gilmore
American Forces Press Service
PRESS RELEASE SNIPPET: "WASHINGTON, Jan. 3, 2007 The Iraqi government will have command-and-control of all of its ground forces by the end of 2007, a senior U.S. military officer based in Baghdad predicted today.
The year 2007 is truly the year of transition and adaptation for Iraq, Army Maj. Gen. William B. Caldwell IV, Multinational Force Iraq spokesman, told reporters at a news conference in Baghdad.
All Iraqi army divisions will be under Iraqi Ground Forces Command by summertime, Caldwell said. And, all Iraqi provinces, he said, will go back to Iraqi provincial control by the fall.
So that by the end of the year 2007, a significant year of transition, the multinational force and the U.S. mission here in Iraq will be truly in support of the efforts of the government of Iraq and not commanding and controlling those things, but working as a support mechanism, Caldwell said.
Meanwhile, President George Bush and his advisors are putting the finishing touches on a new U.S. strategy for Iraq. The president is expected to announce the new plan sometime before his State of the Union address, slated for Jan. 23."

Refugee school torched in eastern Afghanistan
The likely grievance: These schools teach girls. And to add insult to injury, they're probably teaching subjects other than Islam. From AFP:
JALALABAD, Afghanistan - Insurgents torched a newly built school for refugee children in eastern Afghanistan, officials said Tuesday, in the first such attack in 2007 blamed on Taleban militants.
There was a spate of similar attacks last year on schools and teachers that were mostly blamed on Taleban rebels conducting an insurgency to overthrow the government and expel foreign troops trying to bring stability.
Indeed, it's a matter of Taliban policy, from a recently issued set of rules for the group's jihadists, to send a warning to schools and their personnel, followed by beatings and death. If they're following the playbook, this incident might be the "warning."
The school set alight Monday night in the eastern province of Nangarhar near the border with Pakistan was made up of tents from the UN childrens fund, UNICEF, provincial spokesman Hazrat Hussain said.
Five tents of a new UNICEF-built school were burned down last night in Behsud district, he told AFP.
Hussain blamed the attack on the enemies of Afghanistan, a term often used by Afghan officials to refer to the Taleban movement ousted from government in late 2001.
Gul Pacha Khalizay, the deputy education director of the province, said about 200 boys and girls from a nearby refugee camp used the primary school.
[...]
Education minister Mohammad Hanif Atmar said in August that suspected Taleban had killed at least 41 teachers and students in Afghanistan in the previous 12 months and security concerns forced 208 schools to close.

Afghan jihadists gun down five, including two female teachers
Because female teachers offend Allah. "Militants gundown five including two Afghan female teachers," from AFP, with thanks to Jeffrey Imm:
ASADABAD, Afghanistan (AFP) - Taliban militants barged into a house in a troubled eastern Afghan province and shot dead five members of the same family, including two female teachers, police said.
The killings happened in Narang district, Kunar province, late Friday, said local police officer Abdul Saboor Allahyar.
"Sadly, two female teachers, a school worker, and a housewife and a young boy, all members of one family were killed," Allahyar told AFP on Saturday.
Two other family members, a boy and a young woman, were wounded in the attack, police said.
"It was the work of the Taliban," said Allahyar.
The attack followed several warnings by rebels to the family to stop working, he said.
"The family had told us earlier that they were threatened by Taliban and other bad guys that they should stop working as teachers," he said.
"Bad guys." I recently learned from an FBI official that officialdom recommends this juvenile locution over "enemy." We don't have any enemies, you see. There are just a few bad guys out there.

"Taliban leader vows to step up attacks"
Published: Wednesday, 3 January, 2007, 11:01 AM Doha Time
SPIN BOLDAK: The Taliban will step up attacks on foreign troops in Afghanistan this year and kill anyone who negotiates with the government, a top rebel commander said yesterday.
Taliban fighters staged a surprise comeback last year with the bloodiest violence since US-led troops forced them from power in 2001. More than 4,000 people were killed on both sides in 2006 including nearly 170 foreign troops.
Taliban commander Mullah Dadullah said the new year would see more attacks on Nato and US forces.
"Suicide and guerrilla attacks on Nato, American and coalition forces will continue and increase this year. The Taliban will inflict heavy casualties on them," Dadullah said by satellite telephone from an undisclosed location.
Dadullah did not refer to the death last month of Akhtar Mohamed Osmani, the most senior Taliban commander to be killed by US forces since 2001.
Osmani was killed in a US air strike in the south, and another rebel commander, who declined to be identified, said earlier his death would be a blow to the Taliban.
About 40,000 foreign troops are in Afghanistan, some 32,000 of them under Nato command. They are trying to ensure enough security to enable development projects to get started.
Dadullah said the Taliban had used a winter lull in fighting to draw up new war plans to inflict maximum damage on foreign forces. Afghan fighting traditionally falls off during the bitter winter when snow blocks mountain passes.
"They will soon come to know about the Taliban's strength and war strategy. We will attack with such a force they will have no time to settle," Dadullah said.
The rebel commander ruled out any negotiations while foreign troops were in the country and threatened dire consequences for anyone who did so.
"Those who negotiate in the name of the Taliban will be killed," he said. He did not elaborate.
The government has a reconciliation programme aimed at persuading Taliban members to give up their fight and rejoin society but few insurgents have taken up the offer.
Some Afghan politicians have said peace will be impossible unless elements of the Taliban are included in talks.
A Taliban spokesman said last month the rebels might take part in planned tribal councils that Pakistan and Afghanistan aim to hold on both sides of the Afghan-Pakistani border."

A new layeha for the Mujahideen
In a worldwide exclusive the Swiss weekly, Die Weltwoche, published the new Taliban codex. It is translated into English here for the first time.
Layeha (book of rules) for the Mujahideen
From the highest leader of the Islamic Emirates of Afghanistan.
Every Mujahid must abide by the following rules:
1) A Taliban commander is permitted to extend an invitation to all Afghans who support infidels so that they may convert to the true Islam.
2) We guarantee to any man who turns his back on infidels, personal security and the security of his possessions. But if he becomes involved in a dispute, or someone accuses him of something, he must submit to our judiciary.
3) Mujahideen who protect new Taliban recruits must inform their commander.
4) A convert to the Taliban, who does not behave loyally and becomes a traitor, forfeits our protection. He will be given no second chance.
5) A Mujahid who kills a new Taliban recruit forfeits our protection and will be punished according to Islamic law.
6) If a Taliban fighter wants to move to another district, he is permitted to do so, but he must first acquire the permission of his group leader.
7) A Mujahid who takes a foreign infidel as prisoner with the consent of a group leader may not exchange him for other prisoners or money.
8) A provincial, district or regional commander may not sign a contract to work for a non-governmental organization or accept money from an NGO. The Shura (the highest Taliban council) alone may determine all dealings with NGOs.
9) Taliban may not use Jihad equipment or property for personal ends.
10) Every Talib is accountable to his superiors in matters of money spending and equipment usage.
11) Mujadideen may not sell equipment, unless the provincial commander permits him to do so.
12) A group of Mujahideen may not take in Mujahideen from another group to increase their own power. This is only allowed when there are good reasons for it, such as a lack of fighters in one particular group. Then written permission must be given and the weapons of the new members must stay with their old group.
13) Weapons and equipment taken from infidels or their allies must be fairly distributed among the Mujahideen.
14) If someone who works with infidels wants to cooperate with Mujahideen, he should not be killed. If he is killed, his murderer must stand before an Islamic court.
15) A Mujahid or leader who torments an innocent person must be warned by his superiors. If he does not change his behaviour he must be thrown out of the Taliban movement.
16) It is strictly forbidden to search houses or confiscate weapons without the permission of a district or provincial commander.
17) Mujahideen have no right to confiscate money or personal possessions of civilians.
18) Mujahideen should refrain from smoking cigarettes.
19) Mujahideen are not allowed to take young boys with no facial hair onto the battlefield or into their private quarters.
20) If members of the opposition or the civil government wish to be loyal to the Taliban, we may take their conditions into consideration. A final decision must be made by the military council.
21) Anyone with a bad reputation or who has killed civilians during the Jihad may not be accepted into the Taliban movement. If the highest leader has personally forgiven him, he will remain at home in the future.
22) If a Mujahid is found guilty of a crime and his commander has barred him from the group, no other group may take him in. If he wishes to resume contact with the Taliban, he must ask forgiveness from his former group.
23) If a Mujahid is faced with a problem that is not described in this book, his commander must find a solution in consultation with the group.
24) It is forbidden to work as a teacher under the current puppet regime, because this strengthens the system of the infidels. True Muslims should apply to study with a religiously trained teacher and study in a Mosque or similar institution. Textbooks must come from the period of the Jihad or from the Taliban regime.
25) Anyone who works as a teacher for the current puppet regime must recieve a warning. If he nevertheless refuses to give up his job, he must be beaten. If the teacher still continues to instruct contrary to the principles of Islam, the district commander or a group leader must kill him.
26) Those NGOs that come to the country under the rule of the infidels must be treated as the government is treated. They have come under the guise of helping people but in fact are part of the regime. Thus we tolerate none of their activities, whether it be building of streets, bridges, clinics, schools, madrases (schools for Koran study) or other works. If a school fails to heed a warning to close, it must be burned. But all religious books must be secured beforehand.
27) As long as a person has not been convicted of espionage and punished for it, no one may take up the issue on their own. Only the district commander is in charge. Witnesses who testify in a procedure must be in good psychological condition, possess an untarnished religious reputation, and not have committed any major crime. The punishment may take place only after the conclusion of the trial.
28) No lower-level commander may interfere with contention among the populace. If an argument cannot be resolved, the district or regional commander must step in to handle the matter. The case should be discussed by religious experts (Ulema) or a council of elders (Jirga). If they find no solution, the case must be referred to well-known religious authorities.
29) Every Mujahid must post a watch, day and night.
30) The above 29 rules are obligatory. Anyone who offends this code must be judged according to the laws of the Islamic Emirates.
This Book of Rules is intended for the Mujahideen who dedicate their lives to Islam and the almighty Allah. This is a complete guidebook for the progress of Jihad, and every Mujahid must keep these rules; it is the duty of every Jihadist and true believer.
Signed by the highest leader of the Islamic Emirates of Afghanistan
(Editor's note: this Book of Rules was distributed initially to the 33 members of the Shura, the highest Taliban council, at their meeting during Ramadan 2006.)

The Pierce County medical examiner's office identified the dead boy as Samnang Kok.
Two 15-year-old sophomores, Malcolm Clark and Josh Wilber, said they witnessed the shooting and were questioned by police afterward.
Clark and Wilber said three shots were fired. The shooter was about five feet away from Kok, and didn't appear to target anyone else, the boys said."

Iran's Secret Plan For Mayhem
January 3, 2007
WASHINGTON Iran is supporting both Sunni and Shiite terrorists in the Iraqi civil war, according to secret Iranian documents captured by Americans in Iraq.
The news that American forces had captured Iranians in Iraq was widely reported last month, but less well known is that the Iranians were carrying documents that offered Americans insight into Iranian activities in Iraq.
An American intelligence official said the new material, which has been authenticated within the intelligence community, confirms "that Iran is working closely with both the Shiite militias and Sunni Jihadist groups." The source was careful to stress that the Iranian plans do not extend to cooperation with Baathist groups fighting the government in Baghdad, and said the documents rather show how the Quds Force the arm of Iran's revolutionary guard that supports Shiite Hezbollah, Sunni Hamas, and Shiite death squads is working with individuals affiliated with Al Qaeda in Iraq and Ansar al-Sunna.
Another American official who has seen the summaries of the reporting affiliated with the arrests said it comprised a "smoking gun." "We found plans for attacks, phone numbers affiliated with Sunni bad guys, a lot of things that filled in the blanks on what these guys are up to," the official said.

More Bali bombers in Sayyafs Jolo lairs
Wednesday, January 03, 2007
At least five members of the Jemaah Islamiah (JI) terrorist group, including two Bali bombers, are hiding with Muslim extremists in Mindanao, a military official said Tuesday.
There may be more than five but so far, we have identified five of them, said Brig. Gen. Juancho Sabban, adding they are being sheltered by the Abu Sayyaf group in Jolo. The Abu Sayyaf is protecting them because they cannot operate on their own in the Philippines, said Sabban whose troops have been hunting the Abu Sayyaf band in the jungles of Jolo, Sulu, since August last year.
He said military intelligence confirmed the presence of the five JI members in Jolo but the only ones whose names were released were Indonesians, Dulmatin and Patek.

"American Professor Natana DeLong-Bas: I Do Not Find Any Evidence That Would Make Me Agree That Osama bin Laden was Behind the Attack on the Twin Towers"
ARTICLE SNIPPET: "On December 21, 2006, the London daily Al-Sharq Al-Awsat published an interview with Dr. Natana DeLong-Bas, who taught this year in the Department of Theology at Boston College and in the Department of Near East and Judaic Studies at Brandeis University. [1] In the interview, she said that Wahhabism is not extremism and that the Muslim Brotherhood and Sayyed Qutb have nothing to do with jihadism. Dr. DeLong-Bas also indicated that there may be a Western conspiracy against the Arab and Islamic world, and said that she knows of no evidence that Osama bin Laden was behind the 9/11 attacks.
In 2004, DeLong-Bas published her doctoral dissertation in book form under the title Wahhabi Islam: From Revival and Reform to Global Jihad. This book, published by the Oxford University Press, has been highly recommended by the Saudi Embassy in Washington, D.C. [2]
According to the book's jacket, "Ibn al-Wahhab was not the godfather of contemporary terrorist movements. Rather, he was a voice of reform, reflecting mainstream eighteenth-century Islamic thought. His vision of Islamic society was based upon monotheism in which Muslims, Christians, and Jews were to enjoy peaceful co-existence and cooperative commercial treaty relations."
Dr. Natana DeLong-Bas is a contributor to The Oxford Dictionary of Islam, The Encyclopedia of the Qur'an, and The Encyclopedia of the Islamic World.
The following are excerpts from the Al-Sharq Al-Awsat interview: [3] "
