Maybe Bush's hand was already dealt re defacto open borders. Shrinking birth rates sort of forced us to become a UN to the world in order to build an army of believers from faraway lands to help us make the transition from a anglo saxon technology dominated world to one that's got lowered barriers to entry to obtaining technical know how. In other words we need champions for our culture to come from all over and learn how to live under the rules of laws, not men and to understand why our rules of law are superior to all others.
