Despite a last-minute attempt to stop it, the manual recount of more than 23,000 votes cast in a critical Chester County statehouse race begins this morning.
With control of the state House of Representatives at stake, Democrats yesterday filed an appeal in Pennsylvania Commonwealth Court to stop the hand retallying.
The Democrats sought a machine-driven recount, arguing the manual recount could drag out and leave the West Chester area without a state representative when the legislature reconvenes Jan. 2. That would deny voters a voice in determining the next Speaker of the House, they said.
But the appeal was quickly quashed in an order signed by President Judge James Gardner Colins, who addressed the Democrats' concerns by ordering the Department of Voter Services to conduct and complete a hand recount no later than 5 p.m. Dec. 26.
Earlier this week, the head of Voter Services, Linda Cummings, estimated that a machine recount would take at least six days - which Democrats disputed - and that a hand recount would require seven to 10.
Only 23 votes separate Democratic frontrunner Barbara McIlvaine Smith from Republican Shannon Royer, a difference of one-tenth of 1 percent. Whichever candidate wins the 156th district seat will give his or her party a 102-101 edge in the House.

I know, it really is amazing.
Some people are surprised by the rising violence (~400 murders this year) and the general decay of the lower classes downtown. Of course when you look at who's elected each year the same people that complain about their conditions are the ones who vote (multiple times) for the same crooks time after time.
It really is a shame because PA is a beautiful state and Philadelphia is a wonderful city.
Here in Florida's 13th district the whining Dems are yelling for "a paper trail". They love paper ballots: LBJ won his 1958 Senate race with paper ballots cast by 144 dead people; JFK won in 1960 with ballot boxes stuffed in Cook County, IL, by loyal Dem operatives; in 2000 the Dems in southern Florida were attempting to steal the presidential election by trying to "discern voter intent" from overvotes (I always suspected that a Dem operative ran a bunch of voted ballots through a punch machine and punched them for AlGore, creating overvotes); and in 2004 Gregiore won the governorship of Washington thanks to paper ballot votes by the dead, illegals and (ta da) some late returns found in a ballot box in an old unsecured warehouse.

I live in the PA 156th district and it's not looking good for Royer as per my contacts in the local republican party. With 11 of 26 precincts counted, Royer has a lead of about 100 votes but is down 9 from the previous count in these precincts - and the precincts where Smith ran the strongest have yet to be counted.
Philadelphia and Pittsburgh have so much to offer. However, the people there would rather be lied to than take control of their own lives and neighborhoods.
The Democratic tactics are; Count, Recount and Count Again until they win.
What a Disgrace.
