You ever eat at Windows On The World, the restaurant that was at the top of the World Trade Center? It rotated. And that was definitely cool. Any time of day.

Oh, there is a bathroom on the top floor of the Bank of America building in Seattle that is completely exposed to the world on one side.

windows on the world did not rotate. It was great though -- you could look right down on the Laguardia landing path and see planes almost right down to the tarmac. As a later poster said, at twilight it was particularly magical.

Much closer to Chicago, is the
Renaissance Center in Detroit, with a rotating restaurant and bar at the top. The views are spectacular at night, seeing the "wheel", the river and Windsor. I know, I know, "who would want to vacation is Detroit???"...
