NASA photographs have revealed bright new deposits seen in two gullies on Mars that suggest water carried sediment through them sometime during the past seven years.
"These observations give the strongest evidence to date that water still flows occasionally on the surface of Mars," said Michael Meyer, lead scientist for NASA's Mars Exploration Program, Washington

That's the "Royal 'We.'" European kings and queens have a convention of referring to themselves in the first person plural. I do not know why. But the famous statement "We are not amused" has become, in popular lore, pretty much a summary of Victoria's reign.
One would expect the King James (<---HINT!) Bible to observe such conventions. I wouldn't read too much into the plural pronoun.
I believe its a translation from Hebrew.
